When you’re importing LED downlight housings for assembly into finished luminaires, the documentation you receive (or don’t receive) from your housing supplier directly affects your ability to certify the finished product. LED downlight housings are passive components — they contain no electrical circuit, no LED source, and no driver. As such, the housing itself is not subject to luminaire certification (CE, UL, ETL, SAA, etc.).

For UL or ETL listing of the finished luminaire:

UL/ETL do not certify the housing separately — they certify the complete luminaire. However, having housing material documentation speeds up the listing process.

Australia (SAA / RCM)

For SAA certification and RCM marking:

Australia’s electrical safety regulators focus on the complete luminaire, but material traceability documentation supports the certification application.
